This primer attempts to lay down the key issues and concerns towards the High Level Forum IV (HLF IV) on Aid Effectiveness, held in Busan, South Korea from November 29 to December 1, 2011 – the ones already raised by civil society but poorly addressed in previous HLFs and the new issues being brought to the table that need scrutiny – and also put forward some initial thinking on the post-Busan scenario. In a sense, Busan represented the crossroads for development cooperation and the aid system.  Choosing which path to take is a challenge for development stakeholders, as it can either lead to a milestone of real advances or another detour in the long road of improving aid quality and international cooperation.
